Ratings Defined#
All panels require umpires to be registered USA Field Hockey Umpire Members in good standing.
- No or limited participation in sanctioned USA Field Hockey events
- Exposure, if any, at recreation, youth, middle school and/or small-sided game level
- No UPR required
- Participates at USA Field Hockey Showcase and/or Regional and sanctioned events at or below U-16 level
- Active at middle or high school level games (11 v 11) or higher
- Must obtain a UPR score of 3.4 or higher from at least 2 umpire managers on a minimum of 3 games over a period of no more than 6 months
- The umpire manager/s assessing the umpire should be on the Regional Umpire or Umpire Manager Panel3 or higher
- Attendance at a USA Field Hockey Umpire clinic or course4
- Failure to participate at the above levels of the game for a period of 12 months and/or maintain an average UPR mark of at least 2.6 may lead to a shift to a lower panel

4 These are currently offered online in the spring and fall.
- Participates at USA Field Hockey Showcase, Regional and sanctioned events at or below U-18 level; and/or USA Field National events at or below U-16 level or Junior Nexus
- Active at high school, varsity or lower-level college games; and/or higher level college games when paired with a senior (in panel and/or experience) colleague
- Must obtain a UPR score of 3.4 or higher from at least 2 umpire managers on a minimum of 3 games over a period of no more than 6 months
- The umpire managers assessing the umpire should be on the National Umpire or Umpire Manager Panel5 or higher
- Attendance at a USA Field Hockey Umpire clinic or course6
- Failure to participate at the above levels of the game for a period of 12 months and/or maintain an average UPR mark of at least 2.6 may lead to a shift to a lower panel
5 Umpire Manager Panel TBD
6 These are currently offered online in the spring and fall
- Participates in USA Field Hockey National events, up to U-21 level, and Senior Nexus
- Active at higher level college games and as a senior (in panel and/or experience) colleague at college level and below
- Must obtain a UPR score of 3.4 or higher from at least 3 umpire managers on a minimum of 3 games over a period of no more than 12 months
- The umpire managers assessing the umpire should be on the International Umpire or Umpire Manager Panel7 or higher
- Attendance at a USA Field Hockey Umpire clinic or course8
- Failure to participate at the above levels of the game for a period of 12 months and/or maintain an average UPR mark of at least 2.6 may lead to a shift to a lower panel.
- Attendance at and participation in USA Field Hockey Umpire briefings and continuing education modules is required9

- Participates in USA Field Hockey National and International Events, including at senior level
- Active at the highest-level college games, including as a senior (in panel and/or experience) colleague
- Must obtain a UPR score of 3.4 or higher from at least 2 umpire managers on a minimum of 3 games over a period of no more than 12 months
- The umpire managers assessing the umpire should be or have been on the FIH Umpire or Umpire Manager Panel
- Attendance at a USA Field Hockey Umpire clinic or course10
- Failure to participate at the above levels of the game for a period of 12 months and/or maintain an average UPR mark of at least 2.6 may lead to a shift to a lower panel
- Attendance at and participation in USA Field Hockey Umpire briefings and continuing education modules is required11
*Umpires on this panel are not necessarily international umpires with an FIH (International Hockey Federation) badge, although some may have achieved that status. They are a group of umpires that serve at the highest level of the game in the USA and who may be considered for appointment to locally hosted national- and international-level events.

Umpire Performance Reports
Umpire Performance Reports (“UPRs”) set out the name and current panel of the umpire, along with details of the umpire manager/s, event and level of play.
Umpires are assessed in respect of 6 performance categories:
- Knowledge of Rules and Decision-Making
- Game Management and Control
- Flow and Timing
- Presentation and Professionalism
- Communication, Cooperation and Teamwork
- Physical Fitness, Movement and Positioning
Umpires are assessed using their current panel level as the baseline, comparing their performance to the standards expected of other umpires on their panel. The level of play will be noted in the UPR as will any comments regarding the umpire’s proficiency and comfort at such level of play. Umpires are given feedback in respect of each performance category as detailed below, with the feedback corresponding with a mark of 1, 2, 3, 4 or 5:

- Below Current Panel
- At Current Panel
- Above Current Panel
- Well Above Current Panel
The six performance categories are equally weighted.
